The International Monetary Fund (IMF) will publish a new Staff Discussion Note “Fiscal Guardrails Against High Debt and Looming Spending Pressures” examining the effectiveness of fiscal rules in the face of mounting global challenges—including record debt levels, increased defense spending, aging populations, and growing development and social needs.
Despite widespread adoption of fiscal rules, many countries continue to exceed their own limits. The Note explores policy options to strengthen fiscal frameworks and improve compliance.
The launch event will feature a presentation of the note’s key findings, followed by a panel discussion hosted by the American Enterprise Institute (AEI).
