African Union Advances Joint Planning and Budget Alignment to Accelerate Agenda 2063 Implementation
The African Union held a Joint Planning and Budget Alignment Meeting in Algiers from 26 to 30 October 2026 to strengthen coherence across its interventions and support preparations for the 2028–2030 Multi-Year Budget Framework Paper. Convened by the African Union Commission’s Office of Strategic Planning and Delivery (OSPD) in collaboration with AUDA-NEPAD Coordination Unit.
The meeting brought together representatives of African Union Commission departments and directorates, AUDA-NEPAD, the African Energy Commission (AFREC), the Africa Centres for Disease Control and Prevention (Africa CDC) and the African Continental Free Trade Area (AfCFTA) Secretariat. Discussions focused on aligning participating institutions’ contributions with the seven Moonshots of Agenda 2063’s Second Ten-Year Implementation Plan (STYIP), covering 2024–2033, and the objectives of the African Union Strategic Plan 2024–2028.
At the opening, Mr. Sofiane Chaib, Secretary of State to the Minister of Foreign Affairs, responsible for the National Community Abroad, speaking on behalf of Algeria’s Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs, underscored the role of planning and budgeting in delivering continental priorities. He also reaffirmed the importance of African ownership of Agenda 2063 financing and the effective use of resources.
Ms. Botho Bayendi, Director of OSPD, highlighted that the Decade of Acceleration requires stronger coordination across African Union institutions, closer links between resources and results, and sound stewardship of available funding. She stressed that the transition towards multi-year planning and budgeting should support more coherent continental action for the benefit of Member States and African citizens.
Central to the discussions was the proposed “One Programme, One Budget Line” approach, considered for phased piloting within the 2028–2030 budget framework. The proposed architecture comprises 11 portfolios and 34 unified programmes. It aims to provide greater clarity on expected results, total programme costs, funding sources and the respective contributions of participating institutions.
For each programme, the approach envisages a shared results framework, a designated coordinating lead and an explicit division of responsibilities. It preserves participating institutions’ statutory mandates, fiduciary responsibilities and oversight mechanisms.
Working groups examined programme scope, complementarities and contributions to STYIP priorities. They developed proposals to clarify coordination and implementation roles, distinguish complementary contributions from overlaps, and prevent the double counting of expenditure or results. These contributions will inform the consolidation of the proposal and its further consideration by the relevant African Union bodies.
The meeting also reviewed progress on the feasibility study for the proposed AU Agenda 2063 Development Fund. Discussions addressed governance arrangements, coordination with existing financing mechanisms and the institutional review steps required before any decision on operationalisation.
The Algiers meeting marks a technical milestone towards more integrated planning and budgeting. This work seeks to strengthen the African Union’s ability to bring its institutions together around shared priorities, account for the use of resources and demonstrate its contribution to Agenda 2063 results.
